Document Legalisation Fees and Processing Times in Malaysia (2026)
Short answer: Wisma Putra (Malaysia's Ministry of Foreign Affairs) charges RM 20 to attest civil-status documents, notarised documents and the Certificate of Good Conduct, and RM 10 for certified translations, certified true copies and school certificates. It is walk-in and usually returns documents the same day or the next working day, or within three working days when an agent lodges them. Embassy fees in Kuala Lumpur then differ widely: RM 18 per document at the Korean Embassy, RM 60 at the Royal Thai Embassy, MYR 68 at the Taipei Economic and Cultural Office, RM 130 at the Philippine Embassy, €36 at the German Embassy and €80 per stamp at the Austrian Embassy. The slow steps usually come before Wisma Putra: Ministry of Higher Education verification of a public-university degree takes at least 3 working days, or at least 7 if you graduated five or more years ago, and a Certificate of Good Conduct takes 30 to 90 working days. Malaysia is not a party to the Apostille Convention, so there is no apostille fee to pay.

How long the whole chain takes: worked examples
Add the steps together, plus courier and queue time, and up to three working days at Wisma Putra when an agent lodges the documents. These estimates use the figures above:
Birth certificate for Thailand: translation (1 working day), Wisma Putra (same or next working day), Royal Thai Embassy (about 2 working days). About one week.
Public-university degree for Korea: MOHE verification (at least 3 or 7 working days), Wisma Putra (same or next working day), Korean Embassy (same day, by appointment). About one to two weeks, depending on appointments.
Degree for the UAE: MOHE verification, Wisma Putra, the UAE embassy step, then the UAE Ministry (3 working days, or 1 working day express). Budget two to three weeks.
Police clearance for any country: the Certificate of Good Conduct alone takes 30 to 90 working days, so apply first and translate and legalise when it arrives.
