Malaysian Certificate of Good Conduct (Police Clearance): How to Apply and Use It Abroad

Short answer: Malaysia's police clearance is the Certificate of Good Conduct (Sijil Kelakuan Baik). You apply online through the Ministry of Foreign Affairs' e-Konsular system, the Royal Malaysia Police (PDRM) carries out the security vetting, and it costs RM 20 per copy. Processing takes 30 to 90 working days with no express option, and the certificate is valid for one year from PDRM's approval.

Who can apply

  • Malaysian citizens and permanent residents.

  • Foreigners who lived in Malaysia for at least 6 months (the US State Department says 6 consecutive months; an older 2013 guideline said 12).

  • You need a supporting document that shows why you need it, such as a job offer, study offer or visa requirement.

How to apply

  1. Register and apply on the e-Konsular system (ekonsular.kln.gov.my) or its mobile app.

  2. Upload your identity document and the supporting document.

  3. Pay RM 20 per copy.

  4. Wait for PDRM's vetting: 30 to 90 working days (Ministry guide, 2024). The US State Department estimates one to three months.

Collecting the certificate

  • The certificate can now be downloaded through the e-Konsular system or app within 7 days of payment and printed on plain A4 paper.

  • Paper copies are paid for at terminals at Wisma Putra and the Ministry's offices in Sabah and Sarawak. Malaysian missions abroad take cash.

  • Certificates issued from 1 March 2025 carry a QR code that the receiving authority can scan.

What the Certificate of Good Conduct looks like

The certificate is issued on Ministry of Foreign Affairs (Wisma Putra) letterhead with a certificate number, the date of issuance and a "Valid Until" date one year later. This example was issued on 9 October 2026 and is valid until 8 October 2027; the certificate number is blacked out.

Using it abroad

The Certificate of Good Conduct is issued in Malaysia's official format. If the receiving country needs another language, such as Chinese, Japanese, Korean or German, it needs a certified translation. Because the certificate comes from the Ministry of Foreign Affairs itself, some embassies accept it directly, while others ask for Wisma Putra attestation (listed at RM 20 in the Ministry's fee schedule) and then their own legalisation. Ask the destination's embassy which it needs before you start.

Common questions

How long is the Certificate of Good Conduct valid?

One year from the date PDRM approves it. Some receiving authorities want one issued within the last few months, so check their rules.

Can I speed it up?

No. The Ministry does not offer an express service. Apply as early as you can.

Can I apply from outside Malaysia?

Yes, through e-Konsular. Malaysian embassies and consulates abroad also handle applications and take cash payment.

Is a police report the same thing?

No. A police report records an incident. The Certificate of Good Conduct confirms your criminal record check.
