Certified Translation of a Malaysian Certificate of Good Conduct

Short answer: the Malaysian Certificate of Good Conduct (Sijil Kelakuan Baik) is issued by the Ministry of Foreign Affairs in Malay and English, so English-speaking offices take it as it is. A country that works in another language, such as China, Spain, Germany or Korea, needs a certified translation by a translator Wisma Putra accepts. The translation is made first, Wisma Putra attests the translation (the certificate itself needs no further Ministry attestation), and the destination's embassy in Kuala Lumpur legalises both. We translate the certificate and handle Wisma Putra and the embassy; our team is certified by ITBM and DBP and includes High Court interpreters.

Send your certificate and the country on WhatsApp and we will give you one fixed quotation for the translation and the legalisation.

When the Certificate of Good Conduct needs a certified translation

  • The destination works in another language. A work permit, residence permit, visa or adoption file in China, Spain, Germany, Korea, Japan or most of Europe needs the certificate in its own language.

  • The embassy legalises the certificate. When the embassy legalises the certificate together with a translation, the translation goes through Wisma Putra first.

  • English-speaking destinations (for example the United Kingdom, Australia, Canada, the United States or Singapore): the certificate is already in English, so it usually needs no translation.

Do not have the certificate yet? You apply on e-Konsular with your own account: see how to apply for the Certificate of Good Conduct.

Who may translate it

Malaysia has no sworn-translator register. For Wisma Putra attestation, the Ministry of Foreign Affairs accepts translations by a Malaysian court translator, Dewan Bahasa dan Pustaka or the Malaysian Translators Association, ITBM, or a translator appointed by a foreign embassy in Malaysia. A translation by anyone else, or by the applicant, can be refused at the counter. See who can certify a translation in Malaysia and the translation requirements for Wisma Putra attestation.

Our translations meet these rules: our team is certified by ITBM, DBP and the Malaysian Translators Association and includes Kuala Lumpur and Sarawak High Court interpreters and NAATI-certified translators. Each translation is complete, including the Ministry letterhead, the certificate number, the issue and "Valid Until" dates, the QR code note and the signature block, and is signed and stamped by the translator with their name and credentials. If an authority rejects a certified translation we prepared within 30 days of delivery, we re-do it free (our guarantees). Your certificate stays confidential under our client NDA.

The right order

  1. Download the approved certificate from e-Konsular as soon as it shows Lulus, and print it on plain A4 paper.

  2. Check what the embassy needs. If it needs the original with the Ministry's stamp and signature (for example for superlegalisation for Slovakia), apply again on e-Konsular and choose collection of the original at a Malaysian mission: the Ministry does not stamp a printed copy of the downloaded certificate.

  3. Translate the certificate into the destination's language.

  4. Wisma Putra attests the certified translation. Official fees are in our legalisation fees tracker; we lodge it under your authorisation letter.

  5. Email your authorisation to the embassy when it legalises through a representative (see below), then the embassy legalises the certificate and the translation.

  6. We courier the legalised set to you anywhere, or you collect it in Kuala Lumpur.

From our own submissions at the embassies: an embassy legalises a Certificate of Good Conduct through a representative only after the certificate holder has authorised it by email to the embassy, and not every embassy allows it. We give you the email to send.

Destination rules that matter

The certificate is valid for one year from PDRM's approval, but some receiving authorities want one issued within the last three or six months: check their limit before the translation starts.

What gets a translation refused

  • A translation by a translator Wisma Putra does not accept, or by the applicant.

  • A partial translation: the certificate number, the dates, the QR code note or the signature block left out.

  • A printed copy where the embassy needs the original with the Ministry's stamp.

  • A certificate older than the receiving authority's own limit.

  • An embassy submission through a representative without the holder's email authorisation.

Common questions

Is the Malaysian Certificate of Good Conduct in English?

Yes. It is issued in Malay and English, so English-speaking offices usually need no translation. Other languages need a certified translation.

Does the certificate need Wisma Putra attestation?

No. The certificate is issued by the Ministry of Foreign Affairs itself. The translation of it does need Wisma Putra attestation, and the embassy then legalises both.

Can I translate the certificate myself?

No. For Wisma Putra the translation is made by a translator the Ministry accepts: a Malaysian court translator, DBP or the Malaysian Translators Association, ITBM, or a translator appointed by a foreign embassy in Malaysia. Our team is certified by ITBM and DBP and includes High Court interpreters.

Can you translate the downloaded PDF?

Yes. We translate from the downloaded certificate. If the embassy needs the original with the Ministry's stamp, apply again on e-Konsular for collection of the original at a Malaysian mission.

Why does the embassy want an email from me?

From our own submissions: an embassy legalises a Certificate of Good Conduct through a representative only after the holder authorises it by email. We give you the email to send.

I am not a Malaysian citizen. What else do you need?

A copy of your passport and your valid pass in Malaysia, together with the certificate.
