Attesting Malaysian Documents for Qatar
Short answer: Qatar's Ministry of Foreign Affairs wants foreign certificates attested by the issuing country's foreign ministry and finished "with a seal and signature from Qatari missions abroad". For a Malaysian document that means: endorsement where needed, Wisma Putra (Malaysia's Ministry of Foreign Affairs), the Embassy of Qatar in Kuala Lumpur (submit by 1 pm, collect the next day), and then Qatar's Ministry of Foreign Affairs in Doha: QAR 100 for academic and personal documents, QAR 150 for commercial documents, in 3 to 4 working days.
We handle the Malaysian side: Ministry endorsements, notarisation, Wisma Putra and the Qatar Embassy. Send your document on WhatsApp for a quote.

Step by step
Get the right endorsement first. Degrees and school certificates must be endorsed by the Ministry of Higher Education or Ministry of Education (see our degree guide); certificates of origin by a chamber of commerce; invoices by a chamber or a notary; powers of attorney, contracts and board resolutions by a notary public.
Attest it at Wisma Putra. It is walk-in and returns documents the same day or the next working day.
Attest it at the Embassy of Qatar in Kuala Lumpur. "Documents must first be attested from the Malaysian Ministry of Foreign affairs, consular section." Transfer the attestation fee to the embassy's bank account (the embassy gives the amount when you call its consular section), submit between 9 am and 1 pm, and collect the next day between 9 am and 4 pm. Company representatives need an authorisation letter for commercial documents.
Attest it at Qatar's Ministry of Foreign Affairs (Department of Consular Affairs, Sunday to Thursday, 7:30 am to 1 pm): QAR 100 for academic certificates and personal documents such as birth certificates, QAR 150 for commercial documents, 3 to 4 working days. Qatar Post can collect and deliver for QAR 40. A bachelor's degree must be submitted with its transcript.
Translate it if the Qatari office needs Arabic. See Arabic translation for Qatar.
If the document is already in Qatar, the Ministry's "Complete Attestation Outside Qatar" service (launched December 2024) can send it to the Qatari mission abroad for you, for QAR 150 plus the mission's fee of about QAR 120 and the host country's own fees.
What gets documents rejected
Copies of degrees, transcripts or school certificates. In our experience, educational documents must be the originals.
Foreign documents that "lack approved stamps", or stamps that are not original: "All stamps must be watermarked."
Commercial documents handed in by a company representative without an authorisation letter.
Copies of government documents without a notary's endorsement.
Degrees without Ministry of Higher Education endorsement, or bachelor's degrees without the transcript.
Certificates of origin without a chamber of commerce certification.
Qatari documents for use in Malaysia
Qatar's Ministry of Foreign Affairs attests Qatari documents first. Wisma Putra says documents from abroad need "authentication from the Foreign Missions in Malaysia" and an English translation, so the usual next step is the Malaysian Embassy in Doha or the Qatar Embassy in Kuala Lumpur, as the Malaysian agency requires. Confirm the route with the agency before you start.

Can I get an apostille instead?
No. Malaysia does not issue apostilles; see apostille in Malaysia.
How long does the whole process take?
Ministry endorsement of a degree takes at least 3 working days, Wisma Putra the same or next working day, the Qatar Embassy one day, and the Ministry in Doha 3 to 4 working days, plus courier time.
