CAAM Attestation of Aviation Certificates for Use Abroad (Malaysia)

Short answer: aviation certificates (pilot and aircraft engineering training certificates, type-rating and course certificates that are not registered with MQA or the Ministry of Higher Education) are not notarised. The original is attested by the Civil Aviation Authority of Malaysia (CAAM) first, then by Wisma Putra (Malaysia's Ministry of Foreign Affairs), then by the embassy of the destination country, for example the Embassy of Qatar in Kuala Lumpur. A CAAM-issued flight crew licence is different: the foreign aviation authority asks CAAM to verify it directly.

We handle the whole chain: CAAM, Wisma Putra and the embassy, plus a certified translation where the destination needs one. Send your certificate on WhatsApp for a quote.

Last reviewed: October 2026. For academic degrees, see degree and transcript attestation.

Which route does my document take?

  • Aviation training certificates (flight school, aircraft maintenance / engineering courses, type ratings, recurrent training) not registered with MQA or the Ministry of Higher Education: original → CAAM → Wisma Putra → embassy.

  • Degrees and diplomas registered with MQA, including aviation degrees from universities: the Ministry of Higher Education route instead. See our MoHE attestation guide.

  • Flight crew licences issued by CAAM (PPL, CPL, ATPL, MPL): the foreign authority or airline sends its verification request to CAAM, and you apply on form CAAM/BOP/FCL/44. See "Verifying a CAAM pilot licence" below.

  • Foreign licences for use in Malaysia: CAAM validates them on form CAAM/BOP/FCL/45; foreign aircraft maintenance licences go through CAAM's conversion process.

Step by step: aviation certificates for use abroad

  1. Keep the original. CAAM attests the original certificate, not a copy. In our experience, a notarised copy of an aviation certificate is not accepted at Wisma Putra: the original must carry CAAM's attestation first.

  2. Attest it at CAAM. We lodge the original with CAAM for you and collect it once it is attested.

  3. Attest it at Wisma Putra. Wisma Putra attests CAAM's signature on the certificate. See our Wisma Putra attestation guide and the fees and processing times tracker.

  4. Legalise it at the embassy. The destination country's embassy in Kuala Lumpur legalises Wisma Putra's stamp. For Qatar, see attesting Malaysian documents for Qatar (the Qatar Ministry of Foreign Affairs in Doha attests it last).

  5. Translate it if needed. Most aviation certificates are already in English. Where an Arabic or other translation is required, we prepare the certified translation and legalise it with the certificate.

Going to the same embassy with other documents (a marriage certificate for a family visa, for example)? Send them together: we process the whole set in one session.

Verifying a CAAM pilot licence

A flight crew licence is not attested by Wisma Putra. The foreign aviation authority, administration or airline emails its verification request to CAAM at ops.fcl@caam.gov.my, and you apply on form CAAM/BOP/FCL/44 (revision 01, in use since 17 April 2026), naming that authority and its contact email and consenting to CAAM sharing your licence details. Attach:

  • a certified true copy of every page of the licence, or a copy of your eCLIPSE profile page with its QR code;

  • a "no incident and accident" letter from your current employer (or your previous employer), if you have one;

  • proof of payment of CAAM's fee.

CAAM rejects incomplete applications and gives 30 days to complete them; after that the application is cancelled and the fee forfeited. CAAM tells you when the verification letter is ready for collection.

What gets aviation certificates refused

  • Notarised copies or photocopies instead of the original certificate.

  • A certificate taken straight to Wisma Putra without CAAM's attestation.

  • A degree registered with MQA sent to CAAM instead of the Ministry of Higher Education.

Common questions

Can I notarise my aviation certificate instead of going to CAAM?

No. For aviation training certificates the route is the original through CAAM, then Wisma Putra, then the embassy; a notarised copy is not accepted.

Is my aviation degree attested by CAAM or by the Ministry of Higher Education?

A degree or diploma registered with MQA goes through the Ministry of Higher Education. CAAM covers aviation training certificates outside that system. Send us the certificate and we confirm the route before you pay.

Does Wisma Putra attest my pilot licence?

No. A CAAM flight crew licence is verified by CAAM directly for the foreign authority, on form CAAM/BOP/FCL/44.

Do I need a translation?

Not for most destinations, as aviation certificates are usually in English. Where the destination asks for Arabic or another language, we provide the certified translation. If an authority rejects a certified translation we prepared within 30 days of delivery, we re-do it free.

Is my certificate safe with you?

We handle every document under our Client NDA and guarantees.
