Short answer: India has been a party to the Apostille Convention since 2005, but Malaysia has not joined it, so a Malaysian document for India cannot be apostilled. It is legalised in a chain: the right endorsement first (a Notary Public for copies and private documents, the Ministry of Higher Education for degrees), an English translation by a court translator for anything in Malay, attestation at Wisma Putra (Malaysia's Ministry of Foreign Affairs), then attestation by the High Commission of India in Kuala Lumpur, lodged at its Indian Consular Application Centre (ICAC). For an OCI card, the Wisma Putra endorsement is the last step.
We handle it end to end: High Court-certified English translations that the High Commission accepts, notarisation, Wisma Putra attestation and the High Commission's attestation at the ICAC. Send your document on WhatsApp for a quote.
Last reviewed: October 2026. For translation rules, see certified translation of Malaysian documents for India.
Step by step
Start with the right document. Birth, marriage and death certificates come from JPN. Degrees and transcripts are endorsed by the Ministry of Higher Education and school certificates by the Ministry of Education before Wisma Putra will attest them; see degree and transcript attestation. Copies and private documents, such as powers of attorney, statutory declarations and company documents, are signed or certified before a Notary Public first; see notarisation. A power of attorney for India is drawn up in English.
Translate Malay documents into English. The High Commission of India wants Malay documents "translate in English by legal/court translator", with the translation attested by Wisma Putra as well. Our team includes Kuala Lumpur and Sarawak High Court interpreters, so our certified translation meets that requirement. In the sets we prepare for the High Commission, both the original and our translation carry the Wisma Putra and High Commission attestations.
Attest it at Wisma Putra in Putrajaya. Walk-in, in person or through a representative with an authorisation letter; collection is the same day or the next working day. Wisma Putra charges RM 20 per document for civil-status and notarised documents and powers of attorney, and RM 10 for certified translations and certified true copies; see the legalisation fees tracker.
Attest it at the High Commission of India, through the ICAC. Since 1 July 2025, attestation is lodged at the Indian Consular Application Centre run by IVS Global Services, not at the High Commission's own counter, and an appointment is required. From our own submissions: we book the appointment, complete the typed application form and lodge the set as your authorised representative. Where the centre asks for the applicant in person, as it does for parents with a child's birth certificate, we book the slot and hand you a complete, checked set.
Hand the documents to the Indian office that asked for them: a registrar or sub-registrar for property and powers of attorney, a university or employer, a marriage registrar, or the Registrar of Companies for company matters.
In our experience, the Malaysian side (Wisma Putra and the High Commission of India) takes 7 to 21 business days in all, depending on the centre's appointment slots. Courier to India is charged at FedEx's published rate from Kuala Lumpur to New Delhi, with no mark-up.
High Commission of India: the ICAC in Kuala Lumpur
Where: Indian Consular Application Centre (IVS Global Services), Level 12-2, Menara Sentral Vista, 150 Jalan Sultan Abdul Samad, Brickfields, 50470 Kuala Lumpur. Tel. +603 2276 1777; kl@icacmalaysia.com. There are also ICACs in Penang, Ipoh, Melaka, Johor Bahru and Kota Kinabalu.
Hours: submission 9.00 am to 2.00 pm, Monday to Saturday, by appointment; collection Monday to Friday 3 to 5 pm and Saturday 1 to 3 pm, after the centre's notice. A representative can collect with an authorisation letter and ID.
Fee (High Commission schedule in force since 1 November 2022): RM 40 per birth, marriage or degree certificate; RM 80 per power of attorney, legal document or statutory declaration; RM 199 per commercial document. Each service also carries RM 8 for the Indian Community Welfare Fund and RM 9.95 for the centre, so RM 57.95, RM 97.95 and RM 216.95 in all.
Time: a minimum of 3 to 5 working days.
Bring: the original document attested by Wisma Putra (originals are required for scrutiny), its English translation attested by Wisma Putra when the document is in Malay, passport copies of the persons named (and the IC copy of the Malaysian spouse for a marriage certificate), and the typed application form. Commercial documents also need a request letter on the company's letterhead with the company seal, signed by a director, and a copy of that director's passport or IC.
OCI cards are not outsourced: they are handled at the High Commission itself (Level 1, Wisma HRIH Lotus, 442 Jalan Pahang, Setapak, Kuala Lumpur), by appointment.
Which Indian offices ask for this
OCI card (Overseas Citizenship of India): the Malaysian birth certificate "translated to English if in Bahasa Malaysia by court interpreter", with a copy endorsed at Wisma Putra; the same applies to the parents' birth certificates and, for a spouse-based application, the marriage certificate. No High Commission attestation is needed for OCI. See birth certificate translation.
Property and powers of attorney: a power of attorney signed in Malaysia for use in India is executed before a Notary Public, attested by Wisma Putra and the High Commission, and stamped in India "within three months after it has been first received in India". The state where the property is may have its own Stamp Act. See power of attorney.
Studies and employment: degrees and transcripts, endorsed by the Ministry of Higher Education, then attested by Wisma Putra and the High Commission.
Marriage registration in India: the Malaysian marriage certificate or JPN's marital status letter, with its English translation; see marriage certificate translation and single status certificate.
Company matters (subsidiaries, contracts, tenders in India): SSM documents and resolutions, notarised and attested by Wisma Putra, then attested by the High Commission at the commercial rate; see using Malaysian company documents abroad.
What gets documents refused
No Wisma Putra attestation before the High Commission.
A Malay document without an English translation by a court translator, or a translation that Wisma Putra has not attested.
Hand-written or incomplete application forms: "No hand-written forms will be accepted."
Copies brought without the original for scrutiny, or degrees not endorsed by the Ministry of Higher Education.
Commercial documents without the director's request letter on the company's letterhead.
A missed or late appointment.
Names spelled differently from the passport.
Indian documents for use in Malaysia
The order is reversed. The issuing state attests first (for example, the state Home Department for a single status certificate), then India's Ministry of External Affairs, which attests rather than apostilles documents for countries outside the Apostille Convention such as Malaysia, then the High Commission of Malaysia in New Delhi or a Malaysian consulate in Chennai or Mumbai. A document already attested by the Ministry of External Affairs can also be attested by the High Commission of India in Kuala Lumpur and then by Wisma Putra. Most Indian documents are issued in English; for JPN and the Immigration Department, we prepare the certified translation they accept.

Common questions
Can I get an apostille for India instead?
No. India is a party to the Apostille Convention, but Malaysia is not, and an apostille only works between two member countries. Malaysian documents are legalised through Wisma Putra and the High Commission of India; see apostille in Malaysia.
How much does the High Commission of India charge?
RM 40 per birth, marriage or degree certificate, RM 80 per power of attorney or statutory declaration and RM 199 per commercial document, plus RM 8 for the Indian Community Welfare Fund and RM 9.95 for the ICAC on each. Wisma Putra's fee comes on top.
Does an OCI application need the High Commission's attestation?
No. The OCI checklist asks for the Malaysian certificate translated into English by a court interpreter and endorsed by Wisma Putra. We prepare exactly that set for OCI applicants.
Which translations does the High Commission of India accept?
Translations into English by a legal or court translator, attested by Wisma Putra. Our team includes Kuala Lumpur and Sarawak High Court interpreters; see certified translation for India. If an authority rejects a certified translation we prepared within 30 days of delivery, we re-do it free.
Do you take documents to the High Commission for me?
Yes. We handle notarisation, the Ministry of Higher Education, Wisma Putra and the ICAC appointment, complete the typed form and lodge the set as your authorised representative. Where the centre needs the applicant in person, we book the slot and prepare everything in advance.
How long does it take?
Wisma Putra is the same or the next working day and the ICAC a minimum of 3 to 5 working days; in our experience the whole Malaysian side takes 7 to 21 business days with appointments.
I am signing a power of attorney in Malaysia for property in India. What do I need?
An English power of attorney signed before a Notary Public in Malaysia, attested by Wisma Putra and the High Commission of India, then stamped in India within three months of its arrival there. We draft, notarise and legalise it; see power of attorney.
