MyHIJAU Certification: Translating Test Reports and Certificates for MGTC

Short answer: Every document in a MyHIJAU Mark application must be in English or Bahasa Malaysia. A certificate, test report or authorisation letter in Chinese or any other language is submitted as an English or Malay translation together with a certified copy of the original, and MGTC accepts the translation only if it is "either carried out or verified by" one of four kinds of translator: Malaysian certified court translators, official Malaysian government agencies, Malaysian officers in the language faculty of public universities, or Malaysian officers of the appropriate embassies (section 4.1.5 of the MyHIJAU Mark guidelines, Version 2.0, April 2024). A translation made by the manufacturer, an overseas agency or a freelance translator does not meet that rule on its own.

What we do: English and Malay translations of foreign green-label certificates, CQC and other test reports, product criteria documents, letters of authorisation and distribution agreements for MyHIJAU applications, certified by the Malaysian Translators Association and Dewan Bahasa dan Pustaka (DBP), a government agency, or by a Malaysian High Court interpreter, so they meet section 4.1.5. Our team is certified by ITBM, DBP and the Malaysian Translators Association, includes Kuala Lumpur and Sarawak High Court interpreters, and works with Notaries Public for certified copies of the originals. Send the documents on WhatsApp for a quote.

The language rule for MyHIJAU applications

Section 4.1.5 of the product guideline (and section 4.1.2 of the services guideline, word for word): "All documents submitted must either be in English or Bahasa Malaysia." Documents in any other language go in as translations "along with certified copies of the documents in its original language", and a translation is acceptable only when it is carried out or verified by:

  1. Malaysian certified court translators;

  2. official Malaysian government agencies;

  3. Malaysian officers in the language faculty of public universities;

  4. Malaysian officers of the appropriate embassies.

The rule arrived with Version 2.0 of the guidelines in April 2024. The May 2020 edition, which older MGTC pages still link to, had no language clause, so work from Version 2.0. Our government-certified translations carry MTA and DBP certification, and our High Court translations are certified by a Malaysian court interpreter: both fall within the list.

Which documents need a translation

  • The green label or performance certificate the application rests on, valid for at least six more months on the day you submit.

  • Test reports and product criteria documents, including the photo pages, data tables, instrument lists and the declaration page whenever they carry Chinese or other foreign-language text.

  • The letter of authorisation or distribution agreement from the manufacturer, when the applicant is a Malaysian supplier rather than the manufacturer.

  • The product brochure, when it is not in English or Malay.

  • Model lists: variants (up to 50 per application) are entered "in the same order and sequence" as on the certificate, so model numbers, ratings and units are kept exactly as in the original.

The statutory declaration that goes with the application is a Malaysian form in English or Malay, sworn before a Commissioner for Oaths; see our statutory declaration guide.

Foreign certificates and test reports

  • Foreign eco-labels: certificates from foreign verification bodies recognised by Standards Malaysia, the Global Ecolabelling Network (GEN) or the accreditation body of their country may be accepted when the product criteria or certification is not available in Malaysia. China has two GEN members: CQC's China Environmentally Friendly Certification and the China Environmental Labelling scheme.

  • Test reports: performance test reports may be accepted when Malaysia has no green or environmental scheme for the product; the product must be tested at a laboratory accredited by Standards Malaysia or the accreditation body of its country.

  • Malaysian benchmark: a foreign certificate is evaluated against the Malaysian scheme, and anything "lower or less stringent" is not eligible.

  • Unrecognised schemes: a certificate MGTC has not recognised before adds 14 working days for verification. The recognised verification partners are listed on the MyHIJAU website.

How we prepare MyHIJAU translations

  1. Send the files (certificates, test reports, letters) and say whether you need English or Malay. We quote on the pages provided.

  2. We count every page that carries foreign-language text. From our own MyHIJAU work on CQC test reports: photo pages with Chinese headings and captions are counted by how full they are, and the instrument list and declaration page usually count as half a page.

  3. We translate with model numbers, ratings, standards and units kept exactly as in the source, in the same order as the certificate.

  4. The translation is certified by the Malaysian Translators Association and DBP (government-certified translation, usually 2 to 4 business days while a DBP officer verifies it) or by a High Court interpreter.

  5. You receive the certified translation as a PDF for the MyHIJAU portal, with the hardcopy on request. If your copies of the originals are not yet certified, a Notary Public can certify them.

Large files are routine: a recent MyHIJAU order of ours was three CQC test reports of about 20 pages each, handled as a large order with one quotation and a breakdown per report.

What gets MyHIJAU applications held or rejected

  • A translation by someone outside the four categories, such as the manufacturer's staff or an overseas agency, without verification in Malaysia.

  • Missing certified copies of the original-language documents next to the translations.

  • An incomplete file: MGTC screens it within 7 working days, gives you 10 days to fix gaps, and the 22-working-day evaluation starts only once the file is complete.

  • Information that is "false, inaccurate, incomplete and/or creates doubt": the application is rejected, the fee is not refunded, and there is no appeal.

  • A certificate with less than six months of validity left, or models listed in a different order from the certificate.

Who applies, fees and validity

  • Applicant: a Malaysian registered business or company, either the manufacturer or a supplier appointed by the manufacturer. A foreign manufacturer applies through a Malaysian supplier it appoints, with a letter of authorisation or distribution agreement.

  • Where: online at myhijau.my (start with the self-check); the MyHIJAU certificate is generated online, with no physical certificate.

  • Fees: RM 500 per product application and RM 1,000 per service application, new or renewal, excluding SST and non-refundable.

  • Validity: a product listing lasts up to three years or until the green label expires, whichever is earlier; a service listing lasts one year. Renew about one month before expiry: a lapsed listing is removed and needs a new application.

Why companies apply: green procurement and tax incentives

The MyHIJAU Directory is the reference for Government Green Procurement and green tax incentives. Treasury Circular PK 1.9 sets green procurement targets for ICT equipment, lighting, air-conditioners, electrical appliances, solar systems and other categories, and some government tenders ask for a MyHIJAU Mark certificate (see certified translation for government tenders). For the Green Investment Tax Allowance (GITA Asset), the asset must be verified by MGTC and listed in the MyHIJAU Directory, for spending from 1 January 2024 to 31 December 2026; Budget 2027 proposes extending the green technology incentives to 31 December 2030.

Common questions

Can we submit the manufacturer's own English translation?

Only if one of the four categories in section 4.1.5 has verified it: a Malaysian certified court translator, an official Malaysian government agency, a public-university language faculty officer, or an embassy officer. Otherwise the translation is not acceptable and the file is held.

Is an MTA-endorsed translation accepted for MyHIJAU?

Our government-certified translation carries the certification of the Malaysian Translators Association and DBP, an official Malaysian government agency, which is one of the four categories MGTC accepts. It is recognised by the Malaysian courts, the Ministry of Foreign Affairs and all other government agencies except the Ministry of Education.

Do the photo pages and data tables of a test report need translating?

Yes, every page with Chinese or other foreign-language text: headings, captions, table labels, stamps and the declaration. A page less than half full counts as half a page in our quotation.

Do we also need certified copies of the original documents?

Yes. Section 4.1.5 asks for the translations "along with certified copies of the documents in its original language". If you do not have certified copies, a Notary Public can certify them.

English or Malay: which should we choose?

Either is accepted by MGTC; tell us which one you need.

Can you translate a MyHIJAU certificate for use abroad?

Yes. The certificate is in English; for a buyer or authority abroad we translate it into the language needed and, when the destination asks for it, arrange attestation at Wisma Putra and the embassy.
