Translation for Foreign Investors in Malaysia: Land, Planning and Approvals
Short answer: Malaysia approved RM218.5 billion of investment in the first half of 2026, 58.1% of it foreign, and data centres and cloud computing alone accounted for RM95.8 billion. Much of the paperwork behind a site is in Malay, the language the National Language Act says "shall be used for official purposes": land titles and official searches with their express conditions and restrictions in interest, state consents, planning permissions and local authority approval letters and conditions. Boards, lenders, insurers and parent-company lawyers usually need them in English, Chinese, Japanese or Korean. Going the other way, a foreign parent's documents need English translations and legalisation before Malaysian authorities will accept them.
What we do: certified translations of land, planning, environmental and permit documents from Malay into English, Chinese, Japanese and Korean, summary translations for due diligence, and certified translations and legalisation of foreign parent-company documents for use in Malaysia. Our team is certified by ITBM, DBP and the Malaysian Translators Association, includes Kuala Lumpur and Sarawak High Court interpreters and NAATI-certified translators, and works with Notaries Public in Malaysia, Singapore and Australia. Tell us about the project on WhatsApp.

Malay documents investors usually need translated
Land titles and official searches (carian rasmi): title type, land-use category, express conditions (syarat nyata), restrictions in interest (sekatan kepentingan), charges and caveats.
State Authority consent. Foreign purchasers must apply for State Authority consent in every state, and the federal guideline bars foreigners from property "valued at less than RM1,000,000 per unit".
Planning permission (kebenaran merancang) under the Town and Country Planning Act 1976. No one other than a local authority may carry out development without it, and the development proposal report must include "particulars of land ownership and restrictions".
Building plan and One Stop Centre approvals and the conditions attached to them.
Environmental approvals. Under the EIA Order 2015, power stations of 10 megawatts or more are prescribed activities, which matters for sites with their own generation. Executive summaries of EIA reports have been published online since February 2025.
Utility and incentive letters: power supply arrangements, water approvals and incentive conditions.
Data centre approvals in 2026
MITI's Guidelines for Sustainable Development of Data Centre recommend a design water usage effectiveness of "2.2 m3/MWh or lower" and set power usage effectiveness caps for data centre incentive applications to MIDA until 31 December 2027.
TNB's Green Lane pathway aims to cut power supply implementation "from 36-48 months to just 12 months".
A Data Centre Task Force co-chaired by MITI and the Ministry of Digital "has received more than 40 applications" this year, according to September 2026 reports.
Each step produces letters and conditions, many in Malay, that a foreign board or lender will want to read before committing capital.
Foreign documents going into Malaysia
Parent-company documents such as certificates of incorporation, constitutions, board resolutions and powers of attorney. Before Wisma Putra will attest a document from abroad, it must be authenticated by the issuing country's mission in Malaysia, and "Documents which are written in foreign languages, MUST be translated into English Language."
Manufacturing licence applications to MIDA, needed by companies with shareholders' funds of RM2.5 million or more or with 75 or more full-time employees.
Tender and supplier registration where the local company bids for government work; see certified translation for government tenders.
Full certified translation or a summary?
For due diligence on dozens of titles and approvals, a structured English or Chinese summary register is often enough, with full certified translations of the documents the deal depends on. For documents that go into a loan agreement, a court file or a government submission, use a full certified translation.

Common questions
Are Malaysian land titles in English or Malay?
Peninsular Malaysia titles and official searches commonly use Malay headings and conditions, such as syarat nyata and sekatan kepentingan. Investors and lenders usually ask for English translations.
Do approval letters need certified translations?
For internal review, a summary may do. For loan documents, court filings or submissions to authorities, use certified translations.
Can you translate into Chinese, Japanese and Korean as well as English?
Yes. We translate Malay documents into English, Chinese, Japanese, Korean and other languages.
How do you handle a large due diligence data room?
We plan it as one project with a shared glossary and a register of every document; see bulk translation.
