Short answer: A JPN certified extract (Cabutan Yang Diperakui) is an official copy of a Malaysian birth, marriage or death registration, issued by Jabatan Pendaftaran Negara (JPN). It is what foreign embassies and Wisma Putra accept when the original certificate is lost, laminated, damaged or too old. The record owner and close family may apply at JPN; so may a law firm acting for the owner. When you are overseas or cannot attend JPN, our Legal, a practising Advocate & Solicitor and Notary Public in Malaysia, applies for the extract for you, and we translate, attest and legalise it in the same job.
What we do: JPN extraction of birth certificates, marriage certificates and single status (marital status) letters through our Legal under your authorisation letter, then the certified translation, Wisma Putra attestation and embassy legalisation if you need them, and courier to you anywhere. If an authority rejects a certified translation we prepared within 30 days of delivery, we re-do it free (our guarantees). Send a photo of the old certificate on WhatsApp (or the name, date of birth and MyKad number) with the destination country.
Last reviewed: October 2026. For legalising the extract afterwards, see how to legalise a Malaysian birth certificate.
When you need a JPN extract
The original certificate is lost or damaged.
The original is laminated: Wisma Putra and embassies cannot stamp a laminated document.
The original is old, faded or handwritten, and the embassy prefers a recently issued record. From our own submissions, the Austrian Embassy increasingly refuses old Malaysian birth certificates and asks for the JPN-issued extract instead (see our Austria legalisation guide).
The authority abroad asks for a certificate issued within a set period.
You need a second original, for example one for each country.
Which JPN extract
Birth: Cabutan Daftar Kelahiran (certified extract of the birth register). Form JPN.LM12 at the counter. Online: JPN's system oslhr.jpn.gov.my, RM 5, about one working day, paid by debit or credit card.
Marriage: certified extract of a marriage registered with JPN (civil marriages under the Law Reform (Marriage and Divorce) Act 1976). Muslim marriages are registered by the state Islamic religious department, not JPN.
Death: Cabutan Daftar Kematian, form JPN.LM13 in Peninsular Malaysia (Borang N2 in Sabah, Borang XI in Sarawak).
Marital status: the single status certificate / marital status letter is a separate JPN application: see our single status certificate guide.
Sabah and Sarawak: extracts are issued only at the JPN state office or JPN Putrajaya.
Official JPN fees (government fees, paid to JPN)
Birth or death certified extract: RM 5; counter search of the register (when the registration number is not known): RM 10.
Marriage register extract (Cabutan Daftar Perkahwinan): RM 50, issued the same day if the record is in the system; a register search costs RM 5 for each year searched (form JPN.KC09).
The JPN slip shows the search and extract fees as unpaid until collection.
Who may apply at JPN
Eligible applicants: the record owner (with MyKad or passport); parents; the lawful spouse; biological or legally adopted children; full siblings; a legal guardian with a custody order; law firms; statutory bodies; government agencies. For a death record, grandparents and grandchildren may also apply.
A law firm applies with: the completed form, the firm's official letter, the client's letter of appointment, a copy of the client's MyKad or passport, and the lawyer's practising certificate (Sijil Amalan Guaman).
How we get your JPN extract
Send on WhatsApp: a photo of the old certificate (or the name, date of birth, MyKad or birth registration number), your MyKad or passport, and where the document will be used.
We prepare the letter of appointment and authorisation letter for you to sign, and collect the supporting evidence JPN asks for.
Our Legal attends JPN by appointment and applies for the certified extract.
If you or a relative already applied at JPN in person, we can collect it for you under your authorisation letter: send us the JPN slip ("Akuan Penerimaan Permohonan…"). One slip names one person.
We translate the extract and, if you need it, take it through Wisma Putra and the destination embassy, then courier it to you.
It usually takes 7 to 21 business days, depending on the JPN office and the record. If JPN asks for more, we amend and resubmit; if it refuses outright, we tell you the alternatives. Your documents are handled under our client NDA.
Deadlines and what gets refused
Collect within 2 months: JPN disposes of an application that is not collected within 2 months of the slip date. Send us the slip early.
Only the applicant who submitted the request may collect the document, so a collection by us needs your signed authorisation letter.
A relative outside the eligible list (for example a cousin or a friend) cannot apply; a law firm can.
A plain photocopy of the old certificate is not attested by Wisma Putra; use the original or a fresh extract.
Missing details: without the registration number, JPN searches the register first, which takes longer.
After the extract: translation and legalisation
Even bilingual extracts carry entries and stamps in Malay, so most countries want a full certified translation. For use abroad, the extract and translation are attested at Wisma Putra (RM 20 for the certified birth certificate, RM 10 for the certified translation) and then legalised by the destination embassy where required. Malaysia does not issue apostilles. Some foreign courts accept a notarised copy of the extract instead of the original. See birth certificate translation, legalising a Malaysian birth certificate and marriage and divorce certificate translation.

Common questions
Can I apply for a JPN extract from overseas?
The online birth extract (oslhr.jpn.gov.my) is open to eligible applicants, but many receiving authorities want the extract legalised in Malaysia anyway. The simplest route from overseas is a law firm: our Legal applies at JPN under your letter of appointment, then we translate and legalise it before it is couriered to you.
Is a JPN extract as valid as the original birth certificate?
Yes. It is a certified copy of the register entry issued by JPN, and Wisma Putra attests it like an original.
My parent applied at JPN already. Can you collect the extract?
Yes, under an authorisation letter signed by the applicant with a copy of the applicant's MyKad. Send us the JPN slip: the application is disposed of if not collected within 2 months.
Does JPN issue certified photocopies of my original certificate?
No. JPN issues a certified extract of the register, not a certified photocopy of the original.
Can JPN give me an extract of a Muslim marriage?
No. Muslim marriages are registered by the state Islamic religious department; JPN extracts cover civil marriages registered with JPN.
How long does it take?
Online birth extracts take about one working day; counter applications through our Legal usually 7 to 21 business days, depending on the JPN office and the record.
